programme:
“Postgraduate
Courses for Professionals”
(for
the academic year 2003-2004)
Over
the past 15 years German universities have developed a system of
supplementary and postgraduate studies, which are of interest also to
foreign students holding a first academic degree. These postgraduate
courses are particularly suitable for providing academically educated
professionals with further specialised studies and are offered in such
subject areas as economics, engineering, mathematics, regional planning,
agricultural and forestry sciences, environmental sciences, public
health systems and education science.
The
German Academic Exchange Service (DAAD) has selected a number of courses
out of a large variety of supplementary and postgraduate courses and
supports these courses by assigning the course organising institutions a
quota of scholarships and by supporting tutors financially. At the end
of the one or two year course participants can in general obtain a M.Sc.
degree.
The
booklet “Postgraduate Courses for Professionals” (available at the DAAD
Study Information Center Taipei and the German Institute)
outlines those postgraduate courses offered by German universities and
Fachhochschulen for which the DAAD currently offers scholarships for
the academic year 2003/2004 (see
also the list below). Although
the DAAD will grant scholarships for all courses described in this
brochure, we would like to stress that the institutions also admit
participants who are able to finance their studies individually or who
have obtained a scholarship from their government or other sources.
The
scholarships offered by DAAD for the programme “Postgraduate
courses” are provided by the Federal Ministry for Economic Cooperation
and Development, which aims at giving young university graduates and
professionals in positions of leadership an opportunity to attend such
degree courses.
The typical scholarship holder
will come either from a public authority or state or private company and
as such be engaged in the planning and execution of directives and
projects with emphasis on development policy having a bearing on
technological, economic or social areas. Therefore, apart from a degree
relevant to the postgraduate course, the DAAD requires at least two
years' of related professional experience for awarding a scholarship for
a postgraduate course.
Thus
all applicants should state their current employment at the time of
application and submit a letter of reference from their employer,
guaranteeing employment after completion of the postgraduate course.
Applicants must submit a
'declaration of purpose' stating their interest in the attendance of a
particular postgraduate course in conjunction with their current
employment, in addition to the appropriate letters of recommendation.
Applicants should not be older
than 36 years of age. (Exceptions are listed below.) All postgraduate
courses for which German is the language of instruction require that
students take a German proficiency test, the "Deutsche Sprachprüfung
for den Hochschulzugang ausländischer Studienbewerber" (DSH)
or "Test Deutsch als Fremdsprache" (TestDaF) before commencing
their studies. Applicants with poor German proficiency may be awarded a
six month scholarship for an intensive German language course to be
taken before the postgraduate course begins.
All participants in
postgraduate courses in which English is the language of instruction
must provide proof of their English proficiency upon application. This
can be done by supplying a TOEFL (550 points) or IELTS (band 6)
certificate. Participants of postgraduate courses in English will
receive a scholarship for a two month German language course to be taken
prior to the commencement of the postgraduate course.

The
application can be submitted to any of the three offices. Applications
must be submitted to the German Institute or the DAAD Study
Information Center Taipei by 31st August – at the universities
and Fachhochschulen the application deadline is 15th October
of the appropriate year.
Applicants
are requested to state whether they will be financing the desired degree
course individually or whether the course can only be taken with the
assistance of a DAAD scholarship. Chances of admission to postgraduate
courses will be greatly enhanced for eligible academically qualified
applicants with personal financial resources.
The
relevant institution of higher education decides on admission to the
postgraduate course and simultaneously submits a proposal on the
allocation of scholarships. The final decision on the allocation of
scholarships is made by the DAAD.
Applicants
will be informed about the results of the selection procedure during the
following January.
All
papers must be submitted in duplicate. Applications which do not clearly
state the desired degree course or which are not completed in full
cannot be processed and will not be considered for the selection.
The
scholarship consists of
-
a monthly scholarship (up to 24 months) of Euro 715 (for the
“International Seminar”, U Karlsruhe: Euro 975);
-
international travel expenses will be covered;
-
